Cross Jurisdictional Data Access

NSW Maritime Boating Safety Officers (BSOs) need access to Victorian and Queensland customer data to conduct compliance checks on interstate boat license holders operating vessels on NSW waterways to serve informal warnings and raise infringement notices. In the past, Boating Safety Officers had to create records manually and contact Safe Transport Victoria and Maritime Safety Queensland after returning from the field to confirm details before taking any formal actions against interstate customers breaching NSW Maritime regulations and/or legislation.

The Cross-Jurisdiction Data Access project has seamlessly integrated NSW Maritime’s compliance database, called the Boating Officer Safety Network 2 (BOSN 2), with Safe Transport Victoria and Maritime Safety Queensland through a data interface across state boundaries. This new digital integration between Victoria and Queensland licensing databases and BOSN 2 replaces the previous manual process.

The integration of BOSN 2 with interstate boat driving licence and vessel registration databases is done through a secure API to check vessel and people details for inspections on NSW waterways. The integration has been facilitated by a data access agreement between NSW Maritime with both Safe Transport Victoria and Maritime Safety Queensland.

Achievements

This solution has streamlined boating safety checks and made several positive improvements, including:

• Reducing the process time for a customer interaction from two minutes to thirty seconds
• Providing real-time data access to ensure interstate citizens are better informed when using NSW waterways.

The enhancements improve the efficiency, productivity, and usability of BOSN, making it easier to manage operations and engage with customers more efficiently. Additionally, the changes to BOSN enhance insights and analytics, ensuring better decision-making and planning and improved safety outcomes for NSW Maritime.

The integration was first implemented for accessing Victorian data before being used as a blueprint for enabling access to Queensland data. The incremental rollout reduced complexity and dependencies and now contributes to a more comprehensive compliance solution across all users of NSW waterways.
