Data maturity is a measure of how well organisations manage and use data to make decisions. Mature data systems are adaptable, streamlined, have the right governance and security, and have people with the right expertise.
Using coordinated, common practices and clear cross-sector data standards means we can share data, our tools and knowledge and infrastructure efficiently and effectively.
Regular data maturity assessments are a simple way for agencies to identify their strengths and areas for growth and continuous improvement. In 2024, an initial data maturity assessment was conducted with 13 agencies across the NSW Government to inform this Strategy. Ten data domains were assessed across a five-point scale describing the progressive stages of data maturity from incomplete to optimised (see Diagrams 3 and 4). The assessment tool was developed based on a review of nine maturity assessments and models in NSW and in national and international jurisdictions.
Our goal is to build data systems that give the right information to decision-makers at the right time. This means improving data maturity and increasing coordinated and common practices across the sector and within agencies.

Good data governance allows us to use data safely, efficiently and to the benefit of our community, economy and environment. By adopting common practices and standards, we can get greater value from our data. And we can be more efficient by sharing resources, infrastructure and knowledge.
Our aim is to build data maturity to meet agency needs and enhance our cross-sector practices. We will develop an ongoing program of maturity improvement that addresses priority needs first.
The initial data maturity assessment conducted in 2024 showed that maturity is variable across domains and agencies, with room to uplift data maturity across the sector.
More than one dozen NSW Government agencies are using the Advanced Analytics Services platform, utilising a ‘build once use many’ approach.
Government’s resources must be used efficiently and effectively. Taking a cross-government approach to data maturity opens opportunities to reduce duplication, coordinate our efforts and leverage economies of scale.
This includes sharing knowledge and resources, building capability in cross-government priority areas and collaborating to leverage greater value when investing in infrastructure, platforms and tools.
Our goal is to collaborate to invest in our people, resources and infrastructure to target priority areas and deliver greater value for money.
